Yes you can. With publishing feature turned on you find the link: "Content and structure" at "Site Administration" in "Site Settings".
Here you can move these sites to another sub site.
Remark: Changing the default location of "Taxonomy Administration" and "Categories" site was not tested in detail so it may result to some unexpected behavior.
